MC303 - Duties and Responsibilities of the President Policy
Section: Management of the College
The Board shall establish the president’s duties and responsibilities. The President shall appoint a designee when appropriate. The president’s duties and responsibilities shall include:
- Executing all policies the Board establishes, and acting as its executive officer.
- Directing all proposed philosophy and objectives statements governing the college’s programs and services.
- Coordinating and directing all long-range College plans, including revising program development to reflect students’ life and employment interests and needs.
- Directing and coordinating employees and committees achieving the college’s philosophical goals, and delegating supervisory and operational authority of their respective programs and services.
- Determining and ensuring College staffing needs and recruitment development.
- Authorizing, delegating or recommending to the Board, appropriate personnel actions affecting College employees.
- Approving performance evaluations criteria and systems.
- Recognizing individuals exhibiting outstanding College service.
- Reviewing and prioritizing current and future facilities and equipment requirements.
- Directing all operating and capital budget preparations, and recommending Board approval.
- Recommending Board approval of the College calendar.
- Establishing facility use fees and other ministerial College operations rates.
- Recommending student tuition and academic fees to the Board for approval.
- Executing and signing all Board-approved communications and documents.
- Acting as the Board agent entering into legal contracts consistent with Board policies and procedures.
- Communicating effectively with employees and students, and representing their concerns to the Board.
- Ensuring effective systems preserving College records.
- Directing report preparations and submissions required by the Board and local, state, and national agencies.
- Directing all publications promoting public awareness of College programs, operations, and administration.
- Representing the college’s relationships with government agencies, accrediting and professional associations, area school systems, and other higher education institutions.
- Working on behalf of the College and the DMACC Foundation soliciting financial contributions and volunteer support, participating in community affairs, promoting state and federal legislation benefiting community colleges, and establishing various community relations programs.
- Performing other duties required by law, assigned by the Board, or as necessary or appropriate to the college’s best interest. The President shall have authority to delegate said duties and responsibilities as he or she determines. Therefore, the word “President” appearing in policies or procedures shall include named designees.
