BD2042 - Board Treasurer Duties Procedure

The Board treasurer’s duties shall be:
- Receiving money on behalf of the college.
- Paying money only upon order of the chair and countersigned by the secretary.
- Receiving warrants signed by the chair and countersigned by the secretary.
- Keeping accurate records of all receipts and expenditures.
- Registering all checks and orders drawn and reported by the secretary by showing the number, date, to whom drawn, fund upon which drawn, and the purpose and amount.
- Maintaining accurate separate accounts of all funds, overseeing cash management in investments, establishing checking accounts, and bidding of bank services.
- Preparing monthly financial statements for Board review.
- Depositing funds in banks designated by the Board as the official depositories, and file a list of such depositories with the county and state treasurers.
- Maintaining records of bond, warrant, or certificate buyers.
- Conducting monthly spot-audits of expenditure claims against the college.
- Serving as Board secretary in the secretary’s absence.
- Establishing a written system of internal controls and investment practices in conjunction with the controller.
- Submitting a quarterly investment report summarizing current market conditions and recent investment strategies in conjunction with the senior controller.
- Performing other duties potentially required by the Board or by law.
