ES4070 - Application for Award of and Completion of Faculty Project Grant

  1. Scope

    To define the rules and procedures for the Faculty Project Grant.
     
  2. Institutional Regulation

    The Des Moines Area Community College encourages the offering of a wide variety of instructional programs designed to meet the learning needs of students with a diversity of interests, abilities, backgrounds, and educational achievements. The Faculty Project Grant is established to meet these needs on a priority-referenced basis. The Faculty Project Grant provides incentives in the form of monetary grants, to instructors who have the desire to develop or improve instructional materials, courses or programs for existing curriculum.
     
  3. Procedure
    1. Eligibility

      All full-time faculty who teach credit courses at Des Moines Area Community College will be eligible to participate in the Faculty Project Grant.
       
    2. Administration
      1. The Faculty Project Grant Program is administered under the direction of the Director of Distance Learning.
      2. The Faculty Project Grant Review Committee will be responsible for the screening of Project Grant applications and proposals. The Review Committee will be selected by the Director of Distance Learning and will be comprised of members representing:
        1. Business Management and Information Technology
        2. Industry and Technology
        3. Sciences and Humanities
        4. Health and Public Services
        5. Urban Campus
        6. Boone Campus
        7. Carroll Campus
        8. Newton Campus
        9. West Campus
    3. Funding Categories Funds to support the program may be made available through institutional funding. Proposals that encourage or enhance learning strategies or teaching methods in one of the following categories: international/intercultural education, learning packages/manuals, background skills, enrichment, cooperative projects or other will be eligible for approval. The Director of Distance Learning will annually announce the priority funding categories for projects). Priorities will be based on institutional needs. High priority will be given to courses that are in high demand or in a new discipline.
    4. Application Procedures
      1. Application for a Faculty Project Grant can be made by completing the three parts of the application form.
        • Part 1 - Title Page
        • Part 2 - Proposal Description
        • Part 3 - Project Budget
      2. Directions
        • Step 1 - Complete all three parts of the application form. The faculty member’s program chairperson/group leader will provide assistance as needed.
        • Step 2 - The faculty member will obtain the approval signature of the program chairperson/district chair/group leader.
        • Step 3 - If course for which grant is being applied for is taught on other campuses, part 3 of the application form must be completed.
        • Step 4 - The faculty member’s program chairperson/group leader will forward the approved application to the dean/provost for approval.
        • Step 5 - The Director of Distance Learning will submit the proposal to the Faculty Project Grant Review Committee. An applicant may be requested to meet with the Review Committee. The Review Committee will make a recommendation regarding approval to the Director of Distance Learning. A copy of the committee’s recommendation(s), along with all individual reviews, will be filed with the Director of Distance Learning.
        • Step 6 - The chair of the Faculty Grant committee will contact the individual with the approval or denial of the grant in writing.
        • Step 7 - The applicant will schedule a meeting with his/her dean/provost to finalize implementation details.
      3. In the event that that an application is rejected during the application process, the applicant may request the reconsideration of the application by contacting the next higher level of supervision with the Executive Vice President of Academic Affairs having the final authority.
      4. Only one application from a faculty member may be considered at any one time. An applicant cannot be granted a second Faculty Project Grant until the first one is completed.
      5. Projects being of equal value, priority will be given to an applicant who did not receive a Grant the previous year.
    5. Deadline for Application
      1. Completed applications must be submitted to the Director of Distance Learning, at least seven working days prior to the next scheduled meeting of the Faculty Project Grant Review Committee. The Committee will meet as needed to determine yearly priorities, etc. and will consider applications once a year in November. Completed work for applications approved in November will be due June 1.
    6. Compensation
      1. Applicants whose projects are approved will receive payment based on the total amount approved for completion of the project. Most projects will not be funded over a cost of $1,500. Release Time is not available for faculty grants. If an exception to that is required, the appropriate supervisor and the Executive Vice President of Academic Affairs must approve this prior to the beginning of the project.
      2. Payment to the applicant will be made when all requirements have been met as outlined in the Application Form and certified by the grantee’s dean/provost. Once a project is approved, the grantee may not request compensation beyond the approved amount.
      3. A verification of completion, PAN-P12, a short write-up describing the project, and timesheet B-406A, will be required from the recipient of a grant. These forms will require the signatures of the recipient’s supervisor and dean/provost.
      4. Reimbursement for costs attributed to other line items on the budget will require itemized invoices for each budget line. These invoices will require the signature of the vendor/contractor or grantee. In each case, the procedures set forth in the Business Management Procedures Manual shall prevail with the grantee’s dean/provost having first authorizing signature where Faculty Project Grant funds are involved.
    7. Completion

      All projects approved during the fall meeting must be completed by June 1. Guidelines from Compensation (F-4) of this policy must be completed. There are no provisions for extensions, due to the fact that funds cannot be carried over to the next fiscal year. However, the Faculty Project Grant Application may be resubmitted for consideration to the Faculty Project Grant Review Committee for consideration at their next approval meeting.
